Anthony Yip, the Secretary of the Minister of Economic Development, collaborates with the “Three Financial Giants” – Eastman Properties president Ronald Man, Evergate Construction Materials president Fok Kin and Marco Media president Cheung Yung – to manipulate the financial market for profit. In order to generate an even greater gain, Yip brings back financial genius Wai Hong from Myanmar, where he had been hiding from international authorities, in order to set the stage for a new financial crisis.

After the passing of her husband, the commissioned painter Anneliese Psiko decides to travel across the country. In the Austrian province of Styria, she discovers a strange work of art entitled "Weltmaschine" (World Machine). From now on, it will change her life significantly.

Washington, DC, 1935: At the height of the Great Depression, a charming and irrepressible young thief is forced to help an icy and mysterious United States Navy spy steal a brand new device that the Japanese military is using to encode its top-secret messages. During the mission, which is complicated by the spy's dark past in Tokyo, the two discover that they are pawns in a larger game. Harlin Garret loses his memory and finds himself closed in a facility claimed to belong to the state security services. The manager of this place tells Garrett he used to be a killer for the mob but Garrett refuses to believe. Then he is forced to kill people that are a "Risk to the state security", but the whole story gets complicated when Garret falls in love with one of his victims...
